Called the quality inn the gentleman told me I had to come in on the 21st in order to get the rate. Is that correct?

I called the Quality Inn in January to get my reservation and had no problem getting the NTBA rate.

Try to call back during the day, you should be able to get the rate not matter which one of the days you come in on. Let us know if you still have a problem and we will contact them. thanks,
