What number or letters tell the age of the manuf. on a tire?

There is a "DOT" number on the side wall. Check out this link

After looking for the "dot" on my sidewall, I concluded that my inner tube has shifted, and my belly button now gets in the way . . . !

What to do . . .?

(This was me, 50 lbs ago !!!)
