instaling coil over shocks process?

I installed new coil over shocks. when adjusting the height it gets very tight. What is the correct process for adjusting? remove radius rods, adjust shock re-install radious rods? or install radious rods and then put in the shocks?

Have you jacked up the rear end to take the weight off the springs?
