I believe the driver is Ed " Big Daddy " Roth.

You win the prize! And the car is called "Tweedy Pie"

It was originally owned by Southern Californian, Bob Johnston, and powered by a Mercury flathead. Roth did the lettering and striping. Wheelbase was 84 inches!
