Irfanview is the easiest program available for resizing photos one by one. If you're using XP, still, there is a Photo Resizer Power Toy that can do big batches.

I'm on Win8 (operating like Win7). I normally copy the pic I wish to re-size, and use the COPY pic to re-size. I load a pic up into Paint, clic Re-size, highlight the 100 and change to 50 - 70 (???) which cuts down the pixel size, then save it. If you mess it up, you have the original to re-copy and try it again....lyle :) :)
